“William JULIE discusses the possibility for the EU to issue passports to Russians. The European code of visas does not provide for uniformity in the prohibition of visas, but the European sanctions policy could prohibit the issuance of visas to any Russian person. This discriminatory measure would be immune from review before the CJEU, as it is taken under the Common Foreign and Security Policy. Intermediate suspension measures to limit the facilitation of visas between the EU and Russia could be considered.”
